Richard Shelby was born in Birmingham, Alabama, on May 6, 1934. The name of his parents is Alice L. and Ozie Houston Shelby. He graduated from Hueytown High School in Hueytown, Alabama, in 1953, and went on to the University of Alabama, where he received an undergraduate degree in 1957. In 1961, he graduated from the Birmingham School of Law with a Juris Doctorate. On August 29, 1961, he was admitted to the Alabama State Bar. In 1963, he earned his LL.B. from the University of Alabama School of Law.
Shelby is a member of the American Bar Association, Alabama State Bar, American Judicature Society, Alabama Law Institute, Delta Chi fraternity, and Phi Alpha Delta legal fraternity. From 1963 through 1971, Shelby worked as a municipal prosecutor in Tuscaloosa, Alabama. Shelby served as a U.S. Magistrate for the Northern District of Alabama from 1966 to 1970 and as a special assistant state attorney general from 1969 to 1971.

In 1970, Shelby was elected to the Alabama Senate, where he remained until 1978. In the same year, he campaigned for and was elected to the United States House of Representatives from the Tuscaloosa-based 7th district, which was being vacated by Congressman Walter Flowers. Three times he was re-elected. Shelby was a member of the boll weevils, a group of moderate to conservative-leaning Democrats who frequently collaborated with Republican President Ronald Reagan on defence matters, and was one of the most conservative Democrats in Congress.
Shelby was well-known for his staunch conservatism. He was passionate about military issues, arguing for higher defence expenditures while suggesting budget cuts in other areas. He was also a strong supporter of the flat tax and a long-time advocate for a constitutional amendment mandating the federal government to balance its budget. Despite his fiscal conservatism, he was a staunch supporter of science, technology, engineering, and math (STEM) education as a source of economic growth.
Shelby voted with Republican leadership most of the time, although he did so on occasion, most notably when President George W. Bush’s administration managed the rescue of banks and brokerage businesses during the 2008 financial crisis. When President Barack Obama took office, he continued to reject the aid, and he became an outspoken opponent of the Obama administration’s legislative ideas and enactments, such as the Patient Protection and Affordable Care Act (PPACA; 2010), immigration reform, and tax hikes on the wealthiest.
Shelby announced in March 2015 that the Senate Banking, Housing, and Urban Affairs Committee would “review proposals aimed at providing greater clarity in Fed decision-making and reforming the composition of the Federal Reserve System,” and that he had sought input from the Federal Reserve’s original regional reserve bank presidents.
In March 2017, Shelby described Supreme Court candidate Neil Gorsuch as “an extraordinary nominee” and said that if Democrats block his nomination, Republicans should remove the filibuster for Supreme Court candidates, claiming that Democrats utilised the “nuclear option” first. Shelby later came out in support of President Donald Trump’s initiatives. In 2017, he voted to repeal the Affordable Care Act, but the bill failed. He also assisted in the passage of a huge tax-reform plan that year. The House of Representatives impeached Trump in 2019 after claims that he extorted a foreign government to probe a political adversary, Joe Biden. The Senate, which is controlled by Republicans, then took over the proceedings. Shelby voted against Trump’s conviction in February 2020, and he was acquitted on a near-party-line vote.
Biden beat Trump in the 2020 presidential election. Despite the fact that Shelby accepted the results, a number of Republicans, including Trump, have claimed widespread voting fraud despite the lack of proof. Trump supporters stormed the Capitol on January 6, 2021, as Shelby and other members of Congress were convening to confirm Biden’s victory.
