Richard Burr Career
Burr authored the FDA Modernization Act of 1997 in the House of Representatives. He was also instrumental in the founding of the National Institute of Biomedical Imaging and Bioengineering. Following the 9/11 attacks, he successfully supported changes to strengthen bioterrorism defences.
Burr co-sponsored an amendment to the Energy Policy Act of 2003 with Senator Kit Bond that relaxed limitations on the export of specified types of enriched uranium that were initially established in the Schumer Amendment to the Energy Policy Act of 1992. To encourage foreign users to convert to reactor-grade low-enriched uranium (LEU) for isotope synthesis, the original Schumer amendment tightened limits on U.S. civilian exports of weapons-grade highly enriched uranium (HEU).
Terrorists are drawn to HEU because it can be used to construct a simple nuclear bomb, but LEU cannot be used to make nuclear weapons directly. Burr’s amendment enabled HEU to be exported to five nations for medical isotope production.
Burr won the Republican primary in July 2004 to fill the vacancy left by John Edwards’ retirement from the Senate to compete for vice president. He ran against Erskine Bowles of the Democratic Party and Tom Bailey of the Libertarian Party.
Burr stood for chair of the Senate Republican Conference in 2007, but lost by a vote of 31 to 16 to Senator Lamar Alexander of Tennessee. Burr was named Chief Deputy Whip in the 111th Congress by Senate Republican Whip Jon Kyl of Arizona in 2009. Burr was designated a deputy whip in 2007. In 2011, he declared his desire to run for minority whip, the Senate’s second-ranking Republican position, but he withdrew out in 2012.
Burr voted to abolish the Stream Protection Rule, as well as restrictions requiring energy firms to cut waste, decrease emissions, and reveal foreign government payments, in 2017. He voted to remove an Environmental Protection Agency (EPA) rule limiting emissions in 2019.
He has backed reducing federal taxes on alternative energies as well as the start of a hydroelectric project on the Yadkin River in Wilkes County, North Carolina. Burr voted in 2011 to eliminate the Environmental Protection Agency and combine it with the Department of Energy.
Burr was one of nine Republican members of Congress that founded the Roosevelt Conservation Caucus, a conservation-focused caucus in Congress, in 2019. During an FBI investigation investigating accusations of insider trading during the COVID-19 epidemic, Burr temporarily stood aside as chair of the Intelligence Committee on May 15, 2020. The Department of Justice stated on January 19, 2021, that the investigation was concluded with no charges filed against Burr.
