Jim Risch was born in Milwaukee, Wisconsin, United States. Risch is the son of Helen B. Risch and Elroy A. Risch, a Wisconsin Bell lineman. His father is of German heritage, while his mother is Irish, Scottish, and English. From 1961 to 1963, Risch studied at the University of Wisconsin–Milwaukee before transferring to the University of Idaho in Moscow, where he was a member of the Phi Delta Theta fraternity. In 1965, he earned a B.S. in forestry and went on to the university’s College of Law to further his study.
At the age of 27, Risch joined politics in Boise, where he was elected as Ada County Prosecuting Attorney in 1970. He taught undergraduate criminal justice lectures at Boise State College and was the president of the state prosecuting attorneys’ association while in this position.

Jim Risch Career
In 1976, he became the majority leader of the state senate and then the president pro tempore. Risch was defeated for reelection in 1988 by Democratic political novice and Boise attorney Mike Burkett in a stunning upset. It is still Idaho’s most costly legislative race as of mid-2006.
Risch was defeated in the 1994 primary election for a state Senate seat by Roger Madsen, his second political setback. In 1995, Risch was re-elected to the state senate as an appointee of Governor Phil Batt, who had chosen Madsen as the director of the state commerce department.
Risch ran unchallenged for the Republican primary for lieutenant governor in 2006, and in the general election, he beat former Democratic U.S. Representative Larry LaRocco. In January 2007, Risch’s time as governor came to an end, and he returned to the position of lieutenant governor.
On January 3, 2009, he resigned as lieutenant governor to take his position in the Senate. Risch’s successor has been designated by Otter as state Senator Brad Little of Emmett.
Risch was the first senator to fall asleep on the first day of opening arguments in Trump’s Senate impeachment trial on January 21, 2020. Art Lien, a courtroom sketch artist, immortalised his sleep.
Risch chose not to urge Secretary of State Mike Pompeo to appear at the annual budget hearing in 2020, as Chairman of the Senate Foreign Relations Committee. Pompeo had recently succeeded in getting State Department Inspector General Steve Linick dismissed; Linick was leading a watchdog probe into the Trump administration’s plan to sell weaponry to Saudi Arabia without legislative permission at the time.
The independent Lugar Center’s Congressional Oversight Hearing Index assigned Risch an “F” score during his term as chair of the Senate Foreign Relations Committee during the 116th Congress. When Trump supporters stormed the United States Capitol, Risch was participating in the certification of the 2021 United States Electoral College vote tally.
