Smith was born in the United States on March 4, 1958, in Albuquerque, New Mexico. Christine Flint, a teacher, and F. Harlan Flint, a lawyer, are her parents. She spent much of her childhood in Santa Fe, New Mexico, where she attended Manderfield and Acequia Madre Elementary schools. She completed her senior year of high school in Northern California.

She got a bachelor’s degree in political science from Stanford University and a master’s degree in business administration from Dartmouth College’s Tuck School of Business.

Tina Smith went to Minnesota in 1984 to work for General Mills in marketing. She went on to create her own marketing agency, where she provided advice to businesses and NGOs.

Smith began active in local politics in the early 1990s, volunteering for DFL races in Minneapolis. Ted Mondale’s failed gubernatorial campaign in 1998 was managed by her. After Minnesota’s U.S. Senator Paul Wellstone died in a plane crash just weeks before the election in 2002, Smith ran a campaign for the seat with former Vice President Walter Mondale. Smith was designated a co-chair of the transition after Dayton beat Republican Tom Emmer in the general election. Smith was named as Dayton’s chief of staff when he entered office in January 2011.

Dayton chose Smith as his running mate in the 2014 gubernatorial race after Lieutenant Governor Yvonne Prettner Solon declared she would not seek reelection. Smith’s support for the Destination Medical Center project with the Mayo Clinic in Rochester, as well as her efforts on enacting legislation for a new Minnesota Vikings Stadium, were mentioned by him.

Smith resigned from his position as Dayton’s chief of staff to run for lieutenant governor. Dayton and Smith beat Republicans Jeff Johnson and Bill Kuisle in the general election after being selected by acclamation at the DFL state convention and encountering very little opposition in the DFL gubernatorial primary.

On December 13, 2017, Governor Dayton named Smith to replace the United States Senate seat vacated by Al Franken, who announced his resignation amid sexual misconduct accusations.
