Richard Joseph Durbin is an American lawyer and politician who is now the senior United States Senator representing Illinois, a position he has held since 1996. He has served as Senate Democratic Whip since 2005 and Senate Majority Whip since 2021, the second-highest post in the Democratic leadership in the Senate. Dick Durbin (Politician) Biography

Durbin grew up in the Illinois town of East St. Louis. He is a Georgetown University Law Center graduate and a School of Foreign Service graduate. During the 1970s, he worked as a state legal counsel, and in 1978, he ran for Illinois lieutenant governor but lost.

Durbin was elected to the United States House of Representatives in 1982, representing the 20th congressional district, which is centered in Springfield. He won a seat in the United States Senate in 1996. Durbin was the Senate Democratic Whip from 2005 to 2007, then the Senate Majority Whip in the 117th Congress. He is the Illinois delegation’s dean in Congress.

Durbin was born to an Irish-American father, William Durbin, and a Lithuanian mother, Anna, in East St. Louis, Illinois. In 1962, he earned his diploma from East St. Louis’ Assumption High School. He worked at a meatpacking company during his high school career.

In 1966, he received his B.S. from Georgetown University’s School of Foreign Service. Durbin worked on Senator Paul Douglas’s unsuccessful 1966 reelection campaign as an intern during his final year of college. After Douglas addressed him by that name by mistake, Durbin took the nickname “Dick,” which he had not previously used.

Durbin graduated from Georgetown University Law Center in 1969 with a J.D. Durbin began his legal career in Springfield after graduating from law school. He was the fifth senator from Illinois to serve in Senate leadership since Everett Dirksen in the late 1950s. Durbin was the Assistant Minority Leader in the Senate from 2005 to 2007, when the Democrats took control of the chamber. After that, he became the Majority Whip or Assistant Majority Leader.

Durbin voted regularly in Congress to defend or impose further limits on abortion, including backing a constitutional amendment to overturn Roe v. Wade. He reversed his position in 1989 and has since voted to maintain abortion access, including support for Medicaid funding, and has opposed any restriction he considers to be a practical or potential encroachment on Roe.

Durbin has maintained that his reversal was prompted by personal reflection and his growing awareness of the potentially harmful implications of his previous policy with respect to womb abortion. When he went to visit an abused children’s home in Quincy, Illinois, the director, a friend, invited him to speak with two girls who were due to turn 18 and be released from state custody.

After speaking with those females, who had been victims of gang rape and incest, he changed his mind. “I still oppose abortion and would do everything in my power to persuade any lady in my family to carry a child to term,” he says. However, I believe that the woman, her doctor, her family, and her conscience must finally make the decision.

The Development, Relief, and Education for Alien Minors (DREAM) Act has been championed by Durbin. If they arrived in the United States as children, graduated from a U.S. high school, have lived in the country continuously for at least five years prior to the bill’s enactment, submit biometric data, pass a criminal background check, and complete two years of community service, certain students who entered or were brought to the country illegally would be eligible to earn conditional permanent residency.
